Cop Vs. Firefighter - $18,000 Fine

I am sure that many of you have heard the story about the Fire Captain who was arrested by a police officer for NOT moving his apparatus at an accident scene.  The rig was parked to block safety, but was blocking a second lane on the highway.  On february 16, the cop was fined $18,000.  

There are a growing number of problems like this that are occurring every day. Can anyone help in coming up with some solutions to this problem?  Law enforcement officers tell us that there are 2 major issues that they have.

1. For every lane of traffic that is blocked, the chances of additional
accidents is greatly increased.
2. Destruction of evidence.
 The issue for Firefighters is simple - SAFETY!
 Any ideas you have or anything you are doing in your area to address these issues?

The cop must have just watched the policeman vs fireman video on youtube.
